Tracking EPA Consent Decrees
As has been well-documented in the underground sewer infrastructure industry, the impact of a United States Environmental Protection Agency (EPA) consent decree upon a city is tremendous, both in terms of financial obligations and scope of new construction and rehabilitation work for sewer systems. Conversely, for consulting engineers and contractors, consent decrees can represent a financial windfall. Typically, cities under a consent decree are in agreement with the EPA to invest substantial funds addressing the infrastructure issues that are out of compliance with EPA regulations, and could potentially endanger public health. In addition to an influx in equipment usage, vendors are often afforded opportunities for their latest technology as cities struggle to find the best solutions to their mounting problems.
